Create a Counter Bore on a Angled Cylinder

I have a angular cut on a Round Part, that mates with a flat surface and will be welded. 

I want to put a step in for the purposes of positioning during welding. 

I am struggling mightily, I am thinking this needs to be a sweep but lost.

I resolved this, created two planes, one on the angle desired and one parallel to the bore. Then extrude cut to the angled plane.
