Constrained for some reason

For some reason, I can't dimension any of those lines, add an angle dimension to the line above the constructed line, or anything. If I try it says over constrained. Anyone know why I am constrained? File attached. Thank you!

EDIT: I can't actually edit any of my dimensions anywhere. Not sure why.

the answer is in the error message - your sketch has some conflicts.  In particular, there is one tangent constraint that seems to be a problem:

If you delete that, you can then edit dimensions.  I did not investigate what, particular problems the tangent constraint is causing

I recommend that you add most of these Fillets as features rather than as sketch elements.
