Combine is not working as needed

I have 2 bodies that I'm trying to combine. The first is a map of Florida. The second is a large U. I want the U to be 'over' the State such that the outline of the state that the U is over, goes away, i.e., the U shows as one 'body' and the State only shows where it is not covered by the U.

Edit "Extrude13": Select the complete U-profile (3 profiles); Extent = All, (Cut thru "Florida")

You missed a step. You need to make an extrude of the inner parts of the "U" as a cut in the map so that you remove the outline of the map that is inside the "U".
