Change Size of Text and Symbols in the Symbols (Feature Control Frame)

Are the size of symbols and text in the FCF controlled by the ASME Y14.5M-1994 specification.  Can this be over-ridden easily? Or do you have to design a new drawing sheet that does not invoke the ASME spec.  Should I make a custom drawing template to get smaller font and symbol sizes?

Feature Control Frame size can be altered by changing your Text Height Group in document settings. 

Large Text Height Group: Balloons, View labels, Section/Detail Labels

Medium Text Height Group: Dimensions, Tables, Notes, Feature Control Frames & Symbols

Small Text Height Group: Tolerance text (ISO only)
