As the title says, is there a way to change the direction from which a pipe from the Pipe command is created?

Pipe chooses its direction based on curve direction.  So, if you draw the line from A -> B, the Pipe will also go that direction.  If you draw it from B -> A, it will go that direction.

Alternatively, you can use Sweep - it gives you a bit more control

Ok, thanks.....a bit more work to set up the sweep, but yep, that is the way, thanks!

Thats fine when you are placing a pipe on a sketch, and very helpful in that regard, thank you for that.  However, the pipe is available for solid bodies as well.  is there no way to flip a pipe origin and direction when you need a simple cut on an existing body?
on a cylinder with cut out windows, I wound up using a pipe on one side, extending the distance a little for the quick fix I wanted.  However on the other side of the window to do the same operation, I had to perform the pipe, then follow with an extrude from the origin end.  seems that you should be able to reverse this operation.
