Can't select an existing face to scale it

I've created a shape consisting of two cylinder components in 'Model' mode (as seen below). I've added a small chamfer to the top cylinder but now want to select that top face and scale and adjust it. However, I can't for the life of me figure out how to do this.

I've looked at lots of things online, some of which suggest going into the sculpt environment, but if I do this, I can't select anything that I haven't created in the sculpt environment. The other suggestions I see are going into the 'create base feature' mode but I seem to experience a similar issue here.

 

Please could someone put me on the right track for selecting and modifying faces of existing components that were created in 'model' mode?

Top face - scale and adjust it.

 

What does that mean?

As a Solid model, Split face is about the only operation that would work.  

 

There are some things that Fusion can't do, I think this (on the face of it), is one of them.

Hi Dave, thanks for the reply.

 

What I'd like to do is take the top face of that cylinder (the one that has a slightly smaller diameter than the rest of the body, and adjust it's diameter.

Is it really not possible to just grab a face or an edge and adjust it however you like? This seems ridiculous?

I can't even figure out how to select a face and just move it, which I'm guessing would be under the same functionality?

Still not obvious what you want, 

 

Yes you can grab the face and move it, can be a few things,

Press Pull will extrude the face, 

Move tool will move the body.

Edit the chamfer to distance and angle, 

 

Why did you create a cylinder if you want a drafted cylinder?

 

You can do the taper in the create extrude feature when you made the second body.

Or you can revolve a profile for the second body....

 

If these suggestions aren't what you want - I don't understand what you want then.

select the chamfer feature in the timeline and use a different type of chamfer, such as "two distances"

It's not exactly clear to me what you want to do here.  But, you will need to think about this slightly differently, I suspect.  As you've discovered, you cannot just scale a face, especially in a parametric design.  Most likely, you want to use a Revolve feature for making this sort of shape.  Here is a very simple example:
