Can't revolve one end of a solid body

I created a lofted flange that was extruded from both directions. On the smaller end I created a sketch and projections for the circles and tried to rotate them into a 90° elbow. I've successfully created an elbow from just sketch lines, so I'm not sure why I can't here. I don't understand the error message:
"The profile crosses the revolve axis.  Trying moving the profile, or trimming it along the axis, so that there is no overlap."
Thanks.

You are working too hard.

There is no need for a Workplane, second sketch or Loft.

Simple Revolve.

In most cases Loft should be reserved for "freeform" geometry.

Not how I would do this - but see Attached.

I have to run but will come back later with a couple of other techniques.

And watch out for this weak section...

That's great, thanks! Loft was the one thing I knew to do. I think I took care of the weak spot as well.

I like the @laughingcreek solution, but back to your original question - what were you selecting as the logical axis of rotation?

See Attached.

Before I saw @laughingcreek solution, something like Attached is how I would have modeled.

You can edit the bend radius as needed.
