Can't Move a Sketch in Z plane

Hi!

 

I have been trying to move a smaller circle in the z direction so that I can perform a loft. Is this possible and if so how would I go about doing this?

it looks like you posted this same question twice:  cant-move-sketch-in-z-direction

 

See the screencast below.  To do what you ask, you need to delete the coincident constraint to the sketch origin, which is fixed.  However, that is not the best way to achieve this.  Since you have two sketches, you can just create the second sketch on an offset plane.  If you do it that way, you will have access to all 2D sketch constraints and dimensions.  This is shown in the second half of the screencast:
