I am not sure if I got your question right, let assuming that you have a Fusion 360 assembly of 47 parts.
Whether you export it directly from Fusion or from Dashboard, It will generate one single STEP/STP file for sure.
However, what will determine numbers of parts within your STEP file will be the software that will open the file, for instance
Inventor, Solidworks and so on should have the same behaviour. One file (.STEP) 47 subparts on feature tree/ Browser.
just like if you have a asm. file without history.
But, a different walkaround is if you open it using Alias, then what you get is a single files with several groups, which can be
ungrouped, and grouped back as one piece. than exported as whatever kind of standard file you want.
