Bug with Modify > Combine Tool

I am trying to combine two bodies into one, but for some reason Fusion won't do it for part of my model. 

 

I have recorded a video describing my problem here:

I know the combine tool can perform the function I want, as the right side of my model has been combined the way I described. But no matter what I do to the left side of the model, it won't combine the bodies and ends up creating new bodies that remain separate.

In reviewing my video, I see it doesn't show the UI for some reason. Here is a screenshot of the GUI showing the newly created bodies, which is not the correct behavior. It should be combining the bodies, not copying them into a new component.

Thanks.  The problem here is those two bodies do not overlap.  Combine requires bodies to intersect to be combined into one.

If you move one so that they overlap, Combine will succeed:
