In the screencast when I go to places a horizontal constraint between the 2 circles it locks it up, the squire and circles don't fail it's just when I goto add the constraint it locks up, I tried a few times and get the same outcome.

I can reproduce that.  Yep, it's a bug all right.  I'll file it and let the team know.  Thanks for reporting it.
