boundry fill a cylinder - a bug or doing it wrong?

Tying to boundary fill a tube shape by closing ends with patches.  Seems like it should work this way.

looking at this a bit more closely, I understand what is going on.  There are actually two cells here, but the UI places them on top of each other, and there is no way to select both!!  I tried using Select Other, but this crashes Fusion, so don't try that approach.  Still a bug, just not the bug I thought it was.  Filed as . FUS-36846
