Beginner question. How to create a body around a curved pipe?

Hi all,
Absolute beginner here, so sorry in advance for any stupid questions 😉
I'm trying to create Motorcycle Crash Bar BUMPERS.
Let me explain:
The bike 2 crash bars on the left and 2 on the right.
I would like to create bumpers or sliders to protect from slow speed tip-overs (while doing slow-speed exercises).
I'm attaching a pic from the bike, and sample pictures from the kind of bumpers I would like to make (and 3D print).
To make things extra difficult, the pipes are bend/curved.
My initial workflow was to "design" the pipe, and then try to get a body around it.
I would then remove the pipe and slice the body to get two halves, in which I could incorporate the holes for the bolts, etc.
Would this be the correct workflow?
And... How to I get a body to wrap around the pipe??
