Beginner - how to add a rim

Hi team,
I'm not sure if this is the place where an absolute beginner can get help but here's hoping.
I'm just getting started so thought I'd try something fairly easy - a storage tray. I've got the basic design by following lots of tutorials online. My tray is just 1mm thick and I thought that the lip might be a bit 'flexible' so I thought I'd strengthen it by adding a rim - maybe 2mm.
One way to do this (I thought) would be to create a 2mm diameter circle sketch on the XY axis at any point on the outer rim and then use the 'sweep' function. But I can't seem to get this to work.
What I'm doing is:
Construct > Midplane >between front and back vertical faces to give me somewhere to place the sketch
Create a sketch on this plane
Choose circle and then try to locate it on the outside edge.

This is where I get stuck.  The circle doesn't constrain to the outside edge and remains 'floating' on the construction plane. Naturally - no constraint means I can't sweep it. 

Dos this make sense to anyone?

This is EXACTLY what I was hoping to be able to do.  Thank you.

I'll have a look for a YouTube video on how to use the timeline better ....At the moment it seems to show completed steps rather than the construction but I imagine there will be a way for me to get into more detail.  Thanks again

You can edit each timeline feature to invoke the UI foe each of these features.

Double-clicking on a feature will also work.

 

The UI for each feature will show you the tool settings what was selected in the viewport.
