Anchor part of an object

I'm not sure what the correct terminology is to describe this feature but I have several objects that I would like to anchor one part of the object to it pivots automatically to the anchored location whilst I move and rotate the same objects in other planes.

 

Is this possible?

 

I have a sphere with triangular objects around the sheet, I want the point of the triangles to always point to the centre of the sphere whilst I change the angle of the back of the objects.

I am hoping I understood what you are looking for.  I only did one of the quarter round segments and I made the point approximately ride, I did not measure, sight only, around the surface of the sphere.  I used a Joint Origin in the center of the sphere because you can redefine the Z Orientation.  Model is attached.

 

You are missing a lot of sketch constraints and dimensions as you already have been advised.

Its  a little difficult to describe, but I'll try, a 3D triangle as in your animation, I would like to attach the point of the triangle to the centre of the sphere then rotate the triangle, not around the sphere, so I change the angle of the object from top to bottom and the point would stay pointing into the centre.
