Align operation not working. Objects moves to wrong position after hitting OK on Align dialog

I'm having difficulty aligning two objects.

I select a line on the object that I want to move.

I select the target line on target object.

And having selected that I see that it has performed the move/alignment exactly as I want it to be.
But then I hit the OK button on the Align dialog and it moves it again to a completely incorrect position.

Why is it doing a subsequent move?
How do I get it to leave it exactly where I specify the target location?

Can you File>Export your *.f3d file to your local drive and then Attach it here to a Reply?

If the data is proprietary, you can make up a dummy assembly that exhibits the same behavior.

Please do not use the Align command. It's an outdated tool from a previous era, when Fusion didn't yet have professional features.

Please use Constraints and Joints.
