Add padding (to some extent) to a model

I am creating a 3d model for a device which will go over the user's head. However, this model needs padding to add comfort to the user, and I cannot incorporate that into the model as I cannot find the functions to do so. I am relatively new to the software, so I do not know all the tricks to running it efficiently and professionally yet. If anyone knows how I could go about doing this, please let me know! The more detailed the better!
