Rhino software has Grasshopper for parametric modeling, is there anything like that for fusion 360 ?

Fusion 360 is a parametric modeler.  You don't need any plugins to do parametric modeling.  If you want to script it you can as well with the API

Unfortunately I dont know any programming, so I was hoping that there is
some visual solution for it. What would be the right approach to achieve
smth like the example in the attachment ?

You can do this in Fusion 360 without programming.  It's a fairly complex model but you could do it.  You can use a cobination of swept bodies and scultpted bodies (TSplines) to do it.  Look on the gallery for a guy who made a skull and a vace that were ribbon like.  he has a couple video's to show how to do this kind of thing.
