How to create an offset plane at angle?

I want to create an offset plane to yz plane at an angle to z axis (or some angle with yz plane) on a point marked by red arrow.
I want a sample code for this.
How to achieve this?

I don't know what kind of plane it is, so can you provide me with an f3d file created with the GUI?

@ph0en1x01 , over which axis do you want it to be rotated?

Notice that if you rotate it over an axis other than Y, the offset-ed plane wont be parallel to the XZ plane.
