Cant run or uninstall fusion 360

A WinError 2 has occured. It reads: The system cannot find the file specified. Please attach a file... to any problem reports before closing this dialog. Below I will be attaching the file.

From the log file it looks the registry is unexpectedly corrupted. You have to un-install and then re-install Fusion360. 

Since un-install Fusion from the control panel should not work now, you can delete Fusion360 from your machine manually. You can delete Webdeploy folder under %localappdata%\autodesk, then install Fusion360 at: here.
