"App developers are contacted to let them know they will need to update their apps to be compatible with the new Python version, and the updated apps should be available as soon as the Fusion update goes out."

Has anyone received information that they need to update their add-on, and how did this contact take place?

I think that this message is only sent to authors of the add-ins available on the Autodesk App Store that embed compiled Python code (i.e. pyc files).

Jerome is correct. Autodesk only knows about the apps on the Autodesk App Store, so it's only possible to notify them. However, they did publish on the "What's New" page of previous releases that a new version of Python was coming, so they did notify everyone. They know about the App Store developers, and the App Store also needed to coordinate with those developers so they could have their updated version available on the store when the release went live.
