Constraction Planes parallel to XY

I can not define a working plane parallel to XY twisted around the Z axis.
All tests lead to a plane that is completely parallel to XY, that is, the X and Y axes of the working plane are parallel to the X and Y axes and not twisted by a proper angle.

Hi @Anonymous,

Just to clarify, you're seeing something similar to this and want the top square rotated about the z axis, right? Can you explain a little more about what's next in your workflow that needs this rotation?

I define the BLUE construction plane and the F360 displays YELLOW. Each way of defining this plane leads to the same wrong end result.
