round inserts break new tool library

Using a round turning insert seems to break the tool library.  Even with no holder selected, it "failed to update tool" every time. I was able to use the old library to create the tool, but it's really annoying having to switch back and forth.

The New Tool Library in Fusion 360 is very much out of date than what we have internally. I will check with the development team to see if this issue is still unsolved for in the internal builds.

We have ticket# CAM-20692 to track the work on this bug. I'll try to post back here when there is more to share.
