I was going to suggest that a more specific title than "Tool library" might get this suggestion more attention/votes, but it looks like that was already tried way back in 2016 (as Notes Field in Tool Library), and somehow that hasn't gotten any traction either.
It's unfortunate, because this is something I constantly find myself wishing for.
