constrain a side to keep it from rotating (such as with a horizontal constraint, or and angle dim from a ref line), move with the center dot.
You can move sketch text, while in the sketch, simply by left click and on the text itself. Also you can apply sketch constraints on the text box to maintain horizontal or vertical if needed.
