You're right. Creating this using Patch or Model environments is not an option, This is clearly a job for the sculpt environment!

Now creating it in the sculpt workspace can be done in many different ways, but it will require some analyzing before that to decide the best approach possible, so look at your body carefully from different angles and decide how to get the closest shape to it, and maybe apply some editing for it later on to get even closer until you achieve it
My guess is that you can start with a sweep and then edit it according to an attached canvas, or you can use a loft by creating an over all path and use a plane along path to create the profiles of the loft along it. This might get you closer than the sweep, but be careful not to get the self intersection warnings
So feel free to ask questions along the way whenever you feel you're stuck at a certain point
