Creating Faces From Sketch Lines That Are Curved In Two Axis

I am trying to extend a lip that adds thickness to the edge of a box, all the way around, but I am having trouble getting it to go around a part of one half the box that extends into the profile of the second half of the box. I have tried different methods like project to include 3d geometry, but I cant find a method that works, any help that you can give will be greatly appreciated.

The lip in the top half should be a Sweep around the path from the Bottom's edge after body 7 is combined.

I just make extrude and cut it then just combine join then chamfer
