I've set up 3DxWare configuration files for the Spacemouse to send panning and zooming navigation commands to Fusion 360's 2D drawing mode using 2D mouse emulation. It's not a perfect solution, but it's a lot better than using just a regular mouse.
These config files are brand new, and have only been tested on Win10 x64. There may be bugs. Please have a look at the Readme.md before installation. That said, feel free to download and test them here:

These config files are now updated for the latest 3DxWare driver 10.6.5. Other than the known issues described in the readme these are working well on Win10 x64.

After using this for a while it seemed to me that it'd be more intuitive to have the axis mappings match more closely to the other modeling workspaces, so I've created an updated release to implement that. Zooming is now mapped to the Y axis, and panning up and down is mapped to the Z axis.

I tried on Win 10 x64. It doesn't work. I tried Both versions. Stopped 3DXware, Stopped Fusion, copied all the files, started 3DXware and ran F360.
No change.
An yes, You could rotate in sketch mode before some update.
