There are a few different reasons you might suddenly lose the ability to create a new project or Hub. One frequent cause is that a Hub already exists for your company, in which case you would need to request access to that existing Hub rather than create a new one, since only one Hub per company (per license "team") is allowed and a personal Hub is not an option.
On the data area showing as USA, when a Hub is created it is tied to one of three fixed data regions, EU, US or Australia, and that choice cannot be changed or moved afterward. If your company's existing Hub was set up in the US but you need one based in the EU, a separate Hub would need to be created in that region, and data cannot be transferred between the two.
