In my attached model. AGV will stop and wait for AGV on the path ahead of them to reach and past the control point its on. How to make this crushed avoidance logic more sensitive in which AGV will only stop when distance between it and AGV on the path ahead of them was less than 2 units long?

Either add more control points, spaced out such that the Task Executers can follow each other as closely as you want it.
Or allow multiple allocations per control point and add an accumulation behaviour to the paths (one-way paths only!) that manages the distance between Task Executers. The specifics of the accumulation types are defined in the AGV Network properties in the toolbox.

I can't see it any where even I have read AGV accumulation types in user manual
