To create addreport items for elevations that reflect section datum, and create size block that incorporates service abbreviation to use in level block. THE GOAL IS TO BE ABLE TO ANNOTATE SIZE, SERVICE AND ELEVATIONS (AT SECTION DATUM) IN ONE GROUP OF TEXT THAT CAN HAVE A LEADER. you can create this report but it reflects the world elevations not the section elevations and there is no now way to do the calculation to adjust the world to the section, it could be as simple as adding access to the service datum or adding a the elevation per section.
