I have installed Eagle 9.6.2. I verified that I am a student and have an account. When I click on the icon, or try to open it as an administrator, it comes up and says loading and then it just disappears. It won't go any farther than that. I don't know how to fix this. I have uninstalled and reinstalled, restarted my computer (windows 10 on surface pro 7) and tried opening by clicking on the OpenGL in the program folder.

This didn't work for me. I couldn't find the file in system32 and renaming the file in 9.6.2 doesn't change anything.
Windows 10 pro, 9.62 Eagle.
It was working up until yesterday, then stuck at this screen starting today. We had a power failure. Chk dsk shows good. Malware run. did a clean with CC cleaner. No other programs are having issues. I uninstalled eagle and re-installed. Still not working.
Any thoughts?
I have the exact same situation as you. File not in system32, and renaming the other DLL did nothing.
And just like you, Eagle was working a couple of weeks ago.
The difference for me was a major MB upgrade from an old i5 to a Ryzen 5800x, along with the usual flaming hoops to get windows reactivated.

I am suffering the same. It feels that all I have is problems with Eagle/Fusion360, even with brand new laptop and fresh setup, this kind of issues happen every week. First I was not able to add 3D models due some weird opengl issue. Took me honestly 2 days to get it working. And now after couple of weeks when I try to start the program and it simply does not start. How this s*** can remain so unstable still after over 20 years of development???
So, I have tried fixes above, no help. Any new ideas?? Setup Win10, GTX1060 and I7.
@jorge_garcia I would appreciate any ideas at the moment. Re-install does not help and all tricks I could find on the forum have been useless so far.
I found a work-around for my problem : Delete the "Settings" folder from Eagle's user directory before starting Eagle.
You should be able to find this by typing %appdata% in the address bar of file manager, then look for the Eagle directory.
This is not a permanent fix - I find I have to delete this directory every time I want to start Eagle.

On clear installation Win 10, I wanted run Eagle, So I launch Eagle.Exe
And that was all.
After that I found "Solution"
If the issue persists or if the above DLL cannot be found, follow the below steps or the issue:
IG4ICD64.dll never exist in folder System32! So i can not rename this file.
Next "Solution"
delete Eagle in AppData/Roaming evertime when i need Eagle
Eagle finally run, but only Offline. Eagle never goes to online state.

Solution (for me, at least)
For about 4-5 months i have had problems launching Eagle on this one particular computer i have.
I tried the usual suggestions - rename LIBEAY32.dll/IG4ICD64.dll, launch the openGL bat, updating gfx drivers etc. Tried uninstall and clean register of all cases from Eagle and then reinstall, i tried to update all VS++ and .Net etc etc. As a last resort i updated to Windows 11. Turned out that didnt help much either. Tried to reinstall my Fusion360 with hobby license (it was outdated), figured maybe there was something related.
After trying lots of stuff, what finally resolved my issue was to delete everything within the TF Cache folder:
C:\Users\Username\AppData\Local\Microsoft\Team Foundation\8.0\Cache
Hope that will help someone else. Autodesk - i will appreciate free licenses as a reward 🙂

Unable to launch Eagle 9.6.2
I tried all the solution posted before me and it did not work. There is no file called LIBEAY32.dll/IG4ICD64.dll on my pc. I am currently using windows 11.
Did you try deleteing the files in:
C:\Users\Username\AppData\Local\Microsoft\Team Foundation\8.0\Cache
Eagle 9.6.2 doesnt work on Windows 11.
Open Event Viewer.. select Windows logs, Applications Sort be Level.
Got it to work by removing the following dlls from the C:\EAGLE 9.6.2 directory:
1) libeay32.dll: OpenSSL Shared Library part of The OpenSSL Toolkit.
2) libEGL.dll: ANGLE libEGL Dynamic Link Library file, was created by Autodesk, Inc.
3) libGLESV2.dll: ANGLE libGLESv2 Dynamic Link Library. LibGLESv2.dll is developed by Mozilla Foundation.
4) openGL32sw.dll: Software implementation of OpenGL bundled with Qt.
5) ssleay32.dll: OpenSSL Shared Library part of The OpenSSL Project,
I can do this because:
a) I have GitBash for windows installed which comes with OpenSSL
b) I have a hardware GPU which comes with its own Graphics Library (not using OpenGL)
c) I have PyQt5 installed which comes with all its requisite dlls.
