PCBWay states that the most suitable width to height ratio for text is 1:5, which I assume is 20%. Eagle defaults to 8%. On my board, if I set text to a 20% ratio it's unreadable except at very large sizes. Is the ratio that PCBWay is talking about the same as the one in Eagle?
Also, in Eagle, what is the font size actually measuring?

Typically, the manufacturer specifies the minimum silkscreen text height and stroke thickness according to technological capabilities.
example:
pcbway - As components get smaller in size and circuit density continues to increase, it is sometimes very difficult to print silkscreen at all, but try to use line widths not less than 0.15 mm (6 mils), 0.18 mm to 0.20 mm is preferred PCB.
Under such conditions minimum height is 1.3mm (50mil), ratio 13% - stroke thickness 6,5mil (0,16mm).
If size 70mil, ratio 8% - quite within tolerances 🤔
