I needed some jumpers on a board I'm designing. On the schematic I put pads from the wirepad library and connected them to the appropriate points. I then switch over to the PCB layout and the pads are lined up under the work area. My problem is that I can't seem to move them at all. Thinking that may be a problem with the pad component I tried adding a resister to the schematic then switched over to the PCB layout and the resister sits under the work area as well and can't be moved. What am I doing wrong?

Usually this sort of behaviour is because you're violating the license limits - presuming you're on either the free or standard license. Where are you trying to place the parts? Have you already placed any parts in the top-right quadrant? Pictures and/or (zipped) board files would help, if you can.

Thank you for your response. I am using an educational license and I don't have that many components on my board. Most of the board is laid out except the additional pads. The board is designed to be a 3 & 5 volt power supply for an Arduino project I'm building. I am also including 2 multiplexers as an option and the reason for the pads. If I want the muxes I'll leave that side of the board attached and add the jumpers. If not I'll just cut off that side of the board. i've attached a jpg of the board plus a zip of the Eagle Schematic and Board layout.

OK, the board looks small enough so shouldn't be a problem.
I did notice you have the tOrigins and bOrigins layers not visible. This will prevent you selecting anything to move it.

Thank you so much. I doubt I would have found that for a very long time.
I don't use Fusion but on traditional Eagle, just open the layers dialog (with the layers icon) and ensure the relevant layers are marked visible.

I hope you're doing well. In Fusion 360 there is no Origins layers they are effectively controlled by the selection filter. So make sure you reset your selection filter so that it can select everything and you'll see that you'll be able to select your components.
