PCB board file: Layers that are used in component part not present in "visible layers" menu

I am using layer 154 in a part. In most of my designs the layer is present to be turned on in the "Visible layers" menu, but in some designs it is not available, even though the part is present in the design.

 

I've tried "display 154" in the command line, but it did nothing.

 

Layers 153 and 155 are present in the layer select, but not layer 154. 

 

How do I fix this?

Also, the layer is not available to be added.

Ok, I solved it.

For anyone else with the same problem, if you use the command "SET USED_LAYERS ALL" it will make all layers with something in them available in the visibility manager.

 

Honestly, I don't understand why that needs to be manual. I can't imagine a use case in which someone says "I've put some stuff into layer X." and Eagle autonomously says "You know what? That designer doesn't need to have access to layer X."
