Is it possible to change stop swell in package editor to other than 4 mils?

When editing library package parts, if stop (soldermask) is on, soldermask windows with 4 mil swell will be generated.  Where does this 4 mil default setting come from?  How can I change it?  I realize that in Board editor, there is a DRC section where swell can be set.  But library packages aren't associated with any particular board file.

Yes I totally agree, library packages aren't associated with a board and as such having properties of them tied to DRC settings is problematic. Unfortunately, for the stop/paste this is indeed globally applied across the board and the results are therefore DRC setting dependant and not consistent from board to board.

 

On packages where the stop and paste mask apertures are critical (a lot of fine pitch parts, BGA's etc) I turn off the auto generation and manually draw these with polygons on the tStop and tCream layers in the library part. This way EAGLE's automatic calculation based on DRC is removed and I get consistent results wherever those parts are used. I really wish there was a way to override the DRC based settings per library footprint to avoid having to manually draw all the apertures in this way (I've done BGA's with >1000 balls, such fun!) but there currently is not another option.
