Do you mean, that file created in Eagle's older version, doesn't want to open in Eagle of newer version? - from my experience, it has never been a problem (rather it's has some problems in other direction - older versions doesn't support some features, saved in files of newer version)
Yep, as @odinrizhanin says, you can just open the file. It works with files from Eagle versions back to v5 - it may work with V4 files but I've got a whole slew of V4 libraries that crash V8 onward (and maybe V7) unless I open and re-save in V5 first. No problems with V6+ files that I've seen.
