The title frame, like everything else, is selected by selecting its origin "+", which for a title block is in the bottom-right corner. So start the delete function (typing "del" is one way to do it, or click on the command button) and then left-click the bottom-right corner of the frame. You'll need to click within whatever your snap-distance is set to -- usually within a grid mark.
You can use group to do it as well and then delete the group, but that is more complicated than it needs to be.
