How to apply new DRC rules in BRD view for reduced tCream aperture size?

tCream layer currently looks like the above, even with custom DRC settings applied:

I am trying to reduce aperture size by 2 mils on each side.

Is this the incorrect way to apply these rules? There are many different components on this board and a global aperture reduction would be much preferred to creating a custom aperture for each component in the library. The cream layer is autogenerated from the pads and is a 1:1 fit at the moment. Critical ICs on the board are set to not generate the cream layer - I have made these apertures myself in the library editor. I am trying to automate the process for the non-critical passives.

 

One thing to note is, the smallest components on the board are 0201, perhaps the software will not apply DRC rules that will cause that aperture to become unusable?
