i receive

"The program cant start because api-ms-win-crt-l1-1-0.dll is missing from your computer. try reinstalling the program to fix this problem."

After searching this issue online, it seems many others have this issue with other software, it is not specific to Eagle .. it is not clear which software on the computer caused it, but the solutions posted for this are the same.

All say the same thing .. that you need to update windows ... Try installing this from microsoft .. the page says you can get it through windows update, or just download the file directly and install:
