Doubts on Layers and through hole component

I need Some Design Support.

1.In single side PCB , Top layer not to have Solder mask as green but i need bottom layer as solder masked in green.whenever i create a pcb both top layer and bottom layer both become soldermasked in green.?

2.i need to create a through hole component which has solder pad either in top layer or bottom layer depending on my requirement.but whenever i create the through hole component pad created on both layer?

Soldermask colors aren't defined in the software. When you order your PCB you need to talk directly with them about your color requirements.

I don't know of a way to make pads different on different sides. However, you should set up the board definition to be a single sided PCB. The manual will walk you through how to set that up.
