I have a board where the dimensions shown in the control panel (1.415 x 3.468 inch) don't match those of the Dimension layer (20), which is approximately 1 x 1.5 inch. Why is this and how do I fix it? When I open the board in the board editor it uses the dimensions in the control panel, and the board is very small. Every time I do this I have to manually enlarge the board to fill the screen.
Any help or advice would be appreciated.

The size of the board as used for "zoom to fit" is not determined by the dimension layer. It is the size required to show all objects described by the board file. The usual reason for what you are seeing, therefore, is a stray object well outside the board outline, and probably on a layer you've hidden. There were some versions of Eagle where a bug would "randomly" move >NAME or >VALUE identifiers far away from the part. If you had that happen, and weren't showing the xValues & xNames layers, then you would see exactly what you have.
Try turning on visibility of all layers an look for things that appear near the top and/or right of the 1.4"x3.4" reported size.
