Hello,
I am experiencing a similar blurriness/resolution issue as a number of people in the support forums reported about a year ago. When I place a part, such as an IC, the text labels are blurry and illegible, especial when zoomed out. I tried unchecking the Enable High DPI Scaling and Auto Screen Scale Factor options, which fixes the problem of blurriness completely, but any of the menus/parts search is so small I can't read anything. I also boosted the icon size to 45 when I did this so they are fine, but all the other menus/inspect etc are impossible to read.
I also tried running the program with the nvidia graphics card, changing various application preferences (right click on app, preferences, compatibility, Change high DPI settings) and tried just about every possible configuration there, as well as toggling the windows option to fix blurry apps. Nothing seemed to make any difference.
Here are my settings with the Display DPI options checked, icon size 20, and what it looks like in the schematic view:
Here's what it looks like when the display options are unchecked (this is a 15" display so this is really really small):
I am running:
Eagle 9.5.2
2018 HP Spectre x360 convertable 15" laptop
16GB ram
Intel i7-8550U 1.89/1.99GHz
Windows 10 Home 64 bit (1809)
Intel UHD Graphics 620 AND NVIDIA GeForce MX150
recommended Windows display settings are:
3840x2160 (also only option with correct aspect ratio)
250% scaling
Thanks for any help! I have tried everything that other similar/older forum posts suggest already and none of it has worked. It sounded like that was occurring for people on V9.0 and 9.1, and has since been fixed, so I'm not sure if it is the same problem exactly. Fusion 360 seems to scale much more appropriately, I haven't had the same issues with it.

Thank you! This is helpful. I was able to find some settings that were passable, but I had to toggle between the High DPI options being on and off depending on whether I was inserting components or editing their placement, which means restarting the program each time. Really looking forward to the proper fix, it's great to hear that we can expect it later this year.
Thanks for the information!

This should be resolved in the next few months.
It's been over half a year since your reply. This issue was presented to the forum by several other members, over two years ago. What's hampering the fix? Why has so much time passed without the issue being fixed?
Someone else elaborating on the issue and also asking if the issue is actually being worked on:

Same problem. Is there any solution ?
High DPI displays are not new.....
Thanks.
