Why aren't my parameters showing up when I insert my blocks

So I am missing a step somewhere I am sure. But I can't seem to find it. I have created a filter separator block with parameters. I used the visibility state with two states, rotate parameter, and base point. In the block itself and in the editer tester, it works perfect. But when I insert the block into a dwg or drag and drop from the design center, it has no parameters being shown and has just a base point, which isn't even the base point I set in the block. What step have I missed here. It has to be somewhere in the saving or w block or something. I'm not sure. Thanks for the help.

Maybe you aren't saving the block correctly.  Maybe you aren't inserting the correct version.  Maybe the file into which you are attempting to insert the block already has a definition of that name.  As an outside observer there isn't really any way to know what your issue is without you providing more information.  Best would probably be if you created a screencast of your block saving and insertion process and posted that along with the block file and the file you're trying to insert the block into.

I don't have a way to do that where I am, so I'll do my best to type it step by step. It's a simple block, so it isn't much. And It's been along time since I have done this. probably since 2011. 

 

here goes.

 

I opened up a new dwg. I drew the line work for my block then went to the insert tab and hit 'create block'. I then assigned my parameters and their actions and used the tester to verify they worked. I then closed the editor and saved it. and then closed the dwg after saving it to the file where I want my blocks stored. that was basically it. I know this is my issue, I admit it, I'm just looking for help as to how to correct it.

Ok.  I think I understand the issue.  After you insert your current block into the new file it only has the basepoint grip.  Try doing a single EXPLODE on the newly inserted block and see if your parameter grips appear.  If so, then you need to use the WBLOCK command to save your block to its own block file or from within block editor use the 'Save Block As' command on the Open/Save pulldown and check the box to save it to a file.  The following screencast shows each method aside from browsing to your specific block file location.
