Hi there!
No idea of how to call it, so decided on "viewport inside the block".
Received client's drawing with interesting feature I'd like to adopt, but no idea how this is created.
There is a frame in the model space working as a viewport. Anyone can help me understand how this is done?

Your client has used the command CLIP to only show part of the block. See the following links

Really, This looks like a named view (newer 2019ish feature). In model space, you name a view and when you go to paper space, you can NOW use that view name AutoDESK Named Viewports
Nope it's a block which has been clipped. You can tell it is something which has been clipped, by the blue arrow
