Using CTRL to cycle through POINTS, works in saved drawing but not when inserted

I work in autocad electrical but creating a dynamic block to use.  As shown in the dwg attached, I have a dynamic block with visibility and Point Properties added to cycle through base points when inserting.  If I re-insert the block into the same drawing (NOTESTESTING) I can use the CTRL key to cycle through those points (even without action assigned to those points).  I have done this and used before in other things a while ago just fine.  

If I insert the NOTESTESTING into a new drawing I cannot cycle through those points.  I am still trying to figure this out, I tried a solution changing LEGACYCTRLPICK but that does fix.

When you insert the notetesting.dwg into a new drawing, you must escape this before placing a blockreference.

Now you can place blockreferences of Notetest block and cycle with Ctrl the insertion point.

sure enough, that works.  I guess I figured it would work during the initial insert.  Thank you for the reply and screencast.
