Use User parameters to control action parameters

Is it possible to use a custom user parameter in the "parameters manager" to control an action parameter?

Please give a better description of the functionality you are looking for.  Why not just enter the parameter value directly?

We can control dimensional constraints using a user-defined parameter that we can manually create. I want to know if it's possible to control an action parameter the same way using a user parameter.
