TEXT ATTRIBUTES WITHIN DYNAMIC BLOCKS

I need the attribute to be annotative so I can rotate the block and the text doesn't move. works great in model space. But I insert the block in a view port the text blows up.

I suspect the block itself needs to be annotative, not the attribute.  As far as not rotating, you probably need to make the rotation happen as dynamic block actions rather than by rotating the block.  This way the graphics could be rotating without the attributes.

I have several non-annotative blocks with annotative attributes or nested annotative blocks.  It can work.  I'd experiment with the block in question if it was posted with examples of desirable and undesirable behavior.
