Can someone help me how to set up this block to rotate only the attribute?

Are you looking to set it's permanent rotation? It's in the properties of the attribute.
Or are you looking to make it parametric?
If so, are you looking to keep it parallel with the view, or rotate it arbitrarily?
i want to rotate only attribute (text) in model space, and rectangle to stay unrotated. sorry, i am not so familiar with AutoCAD
That's exactly what I show in the screencast.
If you want a different axis of rotation, then move the rotate parameter so that it centers on the point around which you would like to rotate.
