Are the block definitions different, or is the only difference that the dynamic parameter values have been changed?
Redefining the block changes the block definition from the old to new version. It does not change dynamic parameter values unless the parameter has been deleted or name changed, etc... and if that is the case, it will revert to the as-drawn state within the block definition. That does not seem to be what you want.
Why don't you just select all of the blocks you want updated (using select similar or QSELECT) and change the parameter values globally within properties?
If you would like all future insertions to match the updated values, then change the values within the tool palette tool properties.
